We need to set a budget for having a set of presentation slides prepared
for
a 16 contact hour college level technical course. We expect this will
require about 500 to 600 slides. Are there any standards or rules of thumb
for estimating the cost of a professionally-prepared slide set of this
nature (with some simple images and no video or flash)?

Wow, that's a pretty broad Q.

I develop technical training at the corporate level and there really
isn't any way around the development ratios. (lecture/lab comes in
around 40:1) So for a new 16 hour course I would estimate 640 hours
total development time.

From my standpoint determining the content to go on the slide is the
time consuming part but if your subject matter expert were to provide
the technical content and sketches of the desired drawings I would guess
that an average of 15 minutes per slide would be about right. (for 500
slides that's ~20% of the 640 hour development time and sounds about
right to me)

This assumes that one is not having to create too much original artwork
(as I have to do).
