Corrupt or missing file

Error message says "Windows could not start because the
following file is missing or corrupt:
<Windows root>\System32\hal.dll"

What is Windows root and how do I reinstall a copy of
hal.dll in the indicated directory? I have replaced the
copy of the file in Windows\System32\ to no avail.
