Copying formulas

Here's my question?
I'm trying to copy a pattern of Formula's where A1 = V5 , A2 = V5, A3 =
V6, and A4 = V6. I want to copy this repetitive pattern down the
worksheet but when I attempt to do this where A5 and A6 are suppose to
equal V7 and V7 they are now equal to V9 and V9, the pattern continues
with V10 and so on. How do I keep the numbers from skipping a beat?

A1: =INDEX(V:V,CEILING(ROW()/2,1)+4)
