It sounds like you have malware on your computer. Run through these
malware removal steps (all links are at the end):

1) Scan in Safe Mode with current version (not earlier than 2003)
antivirus using updated definitions.

2) Remove spyware with Spybot Search & Destroy and Ad-aware. These
programs are free, so use them both since they complement each other.
There is a new version of CWShredder from Intermute. I would not
install the other Intermute programs, however. Alternately, there are
CoolWebSearch malware removal steps at SilentRunners.

Be sure to update these programs before running, and it is a good idea
to do virus/spyware scans in Safe Mode. Make sure you are able to see
all hidden files and extensions (View tab in Folder Options).

HijackThis is an excellent tool to discover and disable hijackers, but
it requires expert skill. See below for HijackThis links. A combination
of HijackThis and About:Buster works well in removing the About:Blank
homepage hijacker. Again, this is an expert tool and novices should get
help with it.

3) If you are running Windows ME or XP, you should disable/enable System
Restore because malware will be in the Restore Points. With ME, you
must disable System Restore completely. With XP, you can delete all but
the most recent (presumably clean) System Restore point from the More
Options section of Disk Cleanup (Run>cleanmgr).

4) Make sure you've visited Windows Update and applied all security
patches. Do not install driver updates from Windows Update.

5) Run a firewall.

Malke,

Thanks for your response. I did the below and its still on here and I think
I have made the situation worse because now there is a new program on here
that blocks pop ups and has somewhat disabled me from opening anything in a
new window when I right click. I deleted my system restore points so I think
I am really really screwed. I dont know what to do cause it is very very
frustrating to continually uninstall this new program everytime I open a new
IE window. Can you help me??
 
Some tasks on my Task Manager dont look familiar

ccApp.exe which is being run by me
ccEvtMgr.exe is being run by the system
ccSetMgr.exe is being run by the system

These are files associated with Norton Antivirus and should be running.
At this point, because I can't see your computer and you can't tell me
exactly what you did, I think you have two choices:

1. Go to one of the links I gave you to HijackThis forums (and I'll give
them to you again) and post your HijackThis log. Experts there will
help you identify what needs to be removed. Always follow the posting
FAQ on the site.

2. If this is too irritating to deal with (and it's perfectly OK to
admit that it is), then take the machine to a good local computer
repair shop (not a BestBuy or CompUSa type of store) and have them
clean it for you.

Malke,

Thank you again for your response. I fixed it. The ad aware personal SE
software found everything got rid of it. My only problem i think is the new
downloaded software ADS is still on the computer and I dont want it and it is
not listed on my add/remove program list.

What "new downloaded software ADS"? You mean you still have parts of the
malware on your system? I thought you said Ad-aware caught it. I'm a
bit confused by your post.

I guess I spoke to soon. Its gone I enabled it on the list of things to
manage in the internet options menu and it hasnt shown up on my task bar area
next to my clock. Thanks for your help

NO thank you cause I think I would have thrown this computer out the window
if I hadnt gotten rid of all that Malware and other stuff that was on here
that I didnt even know was on here until I did the system scan with Ad Aware.
Since the day I D/L'd the program I have ran it everyday. Thanks again
