copy last populated cell (moving) to another cell

I need a formula to copy the running balance in a column to another cell.
The running balance cell moves up/down
 
You could have a running balance calculation in one column and use
conditional formatting to effectively hide the ones in the rows that are not
of interest. Would that work?
