Copy cell formating as part of a formula

I don't know if there is anyway to do this.
Is there any formula that will copy a cells formating as well as the value?

The goal is to have value and formating changes in one spot, are reflected
in the entire spreadsheet.
 
Formulas can never copy formatting You would need VBA for that
