copy buttons from one qat to another

I have a custom quick access toolbar. I understand other people have their
own. We would like to be able to have one where we can add new buttons to
everyone's quick access toolbar without wiping out their existing toolbar.
Kind of like having a qat stored in a global template that just adds its
buttons to a person's existing qat. I have read that you can store a quick
access toolbar in a template or file but that qat's stored in global
templates don't show. Is there any way to copy the buttons from a global
template to a person's qat?

Given that you have no idea how many buttons users will have on their QAT
this might make you rather unpopular. Wouldn't it be better to edit the

this is actually for a client and they would like to be able to just add to
whatever is the last button on the quick access toolbar. Thanks anyway.
