Cookies won't stay enabled!!!

My cookies keep getting disabled. I contacted Microsoft,
Dell and my ISP and they went though the same drill with
Internet Options , Privacy, Security and Advanced Tab and
coudn't help. After I disable the cookies and click oK and
close the window they go back to being disabled. Can
anyone help?-Thanks
