Open Internet Explorer, go to Tools > Internet options > General,
and under Browsing history select settings > View files. You will
see your cookies, and the address bar will show where they are stored.

Cookies are not stored under the TIF folder (which you gave instructions
on how to find). References to them are stored there. The actual
cookie files are stored under:

%userprofile%\Cookies

The "cookies" listed in the TIF folder are not the .txt cookie files
themselves. You'll notice they are listed as "cookie:<user>@<domain>".
The cookie: specifier is a pointer just like shell: is a specifier
("cookie:<file>" references a file similar to how "shell:cookies"
references the the Cookies folder).

See: http://support.microsoft.com/kb/260971.

If you right-click on a "cookie:<user>@<domain>" cookie reference in the
TIF folder, it shows the locally cached filename for the .txt cookie
file (but doesn't show that it is in the Cookies folder). Deleting the
cookie reference does not delete the cookie file.

Which web browser do you use? I ask since Firefox cookies aren't stored in the same place as
Internet Explorer cookies.
