Cookies and Juno

Trying access my Juno account. Says I need to enable/
accept all cookies. Instructions take me to Tools,
Internet options, Internet, Custom, enable all cookies.
This last step is not even available to me. MS Help says
to go through "privacy" tab. Doing this I change to
allow all cookies but still can't view my Juno Account.
Still says I need to enable cookies.

What I'm I missing here?
I have Explorer 6.0

It may be blocked by some Firewall or some security protection software.
