converting time to decimals

Can anyone tell me how to convert a time format, such as 12:25 into a decimal
equivalent, in this case 12.416667, with the 25 seconds being .416667 of a
minute.

the time left in a ballgame for example might be 6:45. I'd like to convert
this to 6.75.

Multiply it by 24
