Converting rar files to mpeg

I have downloaded some movies, and am trying to convert them from rar files
to mpeg using WINRAR. I can come up with a joined rar file, and I can come
up with a BIN file with a cue file. How can I convert the download rar and
par2 files to MPEG. I have Nero Start Smart which will only burn MPEG files
to a DVD or CD disk.
Any help will be greatly appreciated.

Someone has created an image of the original disc- hence the bin and cue
