In the past I was able to convert a Publisher document into PDF using
the full version of Acrobat. IIRC, the PDF produced was not as size
bloated as the Publisher format itself, but the size of the PDF it
created was still unacceptable to use for storing thousands of
documents. It's relatively expensive but it might buy you some time to
find a solution that is less expensive and less demanding of hard drive
space.
Installs as a print driver. Has converted everything I have
thrown at it from 8.5 x 11 to E size CAD files. Price is right.
Does tons of other formats besides .PDF.
