Converting NTSC into PAL

Hello,

I created an NTSC VCD in the following three steps:
1. Captured and edited movie using WMM in DV-AVI mode.
2. Used TMPGEnc to create an MPEG-1 file specifying NTSC mode.
3. Used VCD Easy to burn an NTSC VCD.

Now, I want to create an exactly same PAL VCD. Do I need to repeat step 2
also specifying PAL option, or can I just specify PAL option in step 3 in
VCDEasy?

I'm not familar with VCD Easy to know whether it will do the conversion for
you. However you're better off redoing Step 2 anyway, as this will give you
the best quality.

Specifying the pal output in tmpgenc will give you a pal disc which will
play, but will not be of very high quality. NTSC and PAL differe in many
aspects, not just frame rate and picture size, it also has a different
signal carrier, and the only way of doing the job properly is to use a
standards convertor, such as Canopus Procoder. At the price though, unless
you are going to make lots, you'll probably want to stick with tmpg.
