Converting Music Files

My Windows program doesn't have a file converter, so I have no idea how to
change a "Wave Sound" type to a "MP3 audio" type or "Windows Media(TM) type.

You may have such feature in audio editing software that came with your
sound card (Creative), burning software (Nero) or perhaps even video editor.
Otherwise, you could try Audacity, freeware at
http://audacity.sourceforge.net/. Or, if you are comfortable with WinAmp,
install the appropriate in- and output plug-ins.
(In Audacity use "Export", where you might expect "Save As".)

You may also be able to find software that focuses on conversion.
