Converting European format CSV to American

The European CSV uses semi-colons and has commas in
numbers to denote decimal. I Need to be able to import to
Excel with numbers in decimal (.) format. Is there an
Excel setting? I can save the csv as txt and open and
choose the semi-colon delimiter - but that is clunky and
doesn't cover the decimal problem without setting an
option during the import to denote amounts use comma
rather than period.

one way (also clunky...):
- set the regional settings according to the format of your CSV-file
- import the file and save it
- change the regional settings back to the original values
