Converting Dates to Fiscal Year Quarters

Good evening,

I need help once again.
If a date is listed as 9/9/03 I need to convert it to 4th Quarter 2003.
10/1/03 is our New Year.

Below is what I would like to end up.

A2 B2
9/9/03 4th Qtr 03
11/5/03 1st Qtr 04
2/2/04 2nd Qrt 04
6/15/03 3rd Qrt 04
