There is always risk of losing data no matter what tool you use for this

You can safely convert the partition to NTFS whenever desired,
without having to format the partition and reinstall everything. As
always when performing any serious changes, back up any important data
before proceeding, just in case. A little advance preparation is also
strongly recommended, so you can avoid any performance hits caused by
the default cluster size:
Although problems shouldn't be expected, there is *always* danger
of losing everything when you take a step as far-reaching as
this. For that reason, it's prudent to make sure you have a
backup of anything you can't afford to lose before beginning.
Always back up data when doing major things like this, just in case (say
a power failure at a critical momenT0. Some precautions are needed -

Just an update. I downloaded the BootitNG.exe file, made a floppy and
was reading the instructions. Something in the instructions made me
think about Partition Magic, which I have. So, I checked it out. And
the partition I wanted to convert was the partition where I had
installed WinXP with FAT32. So I used Partition Magic to convert to
NTFS with the 4 KB cluster size with no problems. Total time was 14
minutes.
