Steve, you don't need to use a tool. All you do is open the mp3 file as normal (with Windows Media Player).Then, under the "File" drop menu, click on "Save Media as". When the next box comes up, choose where you want to put the file and then type in the file name BUT add ".wma" to the end (without the quotation marks). Now you will have 2 of the same file, one in mp3 format and one in wma format. But they will both play exactly the same. Hope this helps!
