Convert Jpg => Wbmp ?

I need a function or component ( free - with source if possible ) to convert
images like BMP, JPG, etc into wbmp.

Take a look at this article

It demonstrates how to upload an image and save it as a thumbnailed JPEG,
but you could easily change the output format and it would change just about
any file to BMP.
