Convert Fat 32 to NTFS fails to Convert Why?

I have a PC with 200G HDD supplied as FAT 32. I've tried using Convert c:
/FS:NTFS and the process is carried out exactly as all the forum advise say.
However, when Windows XP restarts I still have a FAT32. There are only three
things I can think of that might be causing this: 1, the HDD has a hidden
partition on which the PC manufacturer (Tiny / Time) have stored the restore
compressed files and this is preventing it. 2, During the start up under DOS
Convert is Converting C: but in DOS C: is the hidden partition or 3, The
utility (Boot NG) which I used to move all the disk content to the start of
each sector as a preparation for convetion and which now starts before
Windows as a Boot Manager (Booting.sys) is preventing Convert having
exclusive access to C:

Any one any idea what is causing Convert to fail or could suggest what I
should try?

I don't think any of those apply (certainly it is not BING being
installed, and the Tiny partition should be marked as Hidden (BING
partition management would let you check that) so it would not be
noticed.

What happens when you set up the conversion, and reboot to let it go
ahead? You should see a progress DOS type screen. If that aborts then
I would run a CHKDSK C: /F
