must one have an access to run the application..or if without access can any

You must have Access installed. An Access file cannot be compiled into
an executable.

You can purchase the variously named Access Developer's Edition - for
2003, it's something like Visual Studio Office Developer Tools. This
lets you create a royalty-free Access "runtime" which you can
distribute along with your database.
