Convert a file

A find of mine scan some documents and saved the file as a JPEG. How do I convert this file into word without pulling my hair out?
 
A JPG is a picture, so it doesn't contain any text as such. OCR software is
the only option, which might or might not work depending on the resolution
of the scan. (JPG being a fairly lousy choice in this case.) Sadly, chances
are, alopecia awaits ...
