Controlling when a series of dashes auto-completes to a solid line

Regarding when the typing of a series of dashes (hyphens) auto-completes to a
solid horizontal line (after pressing <Enter>), where is that controlled
(i.e., toggled)?

In other words, when I do or don't want that to happen, where do I go to set
it how I want it?
