Controlling User Installs

I am running a W2K AD. All my users are Admins of their
workstations due to older software that we use. Is there
a Group Policy object to only allow certain applications
to run (either by .exe or filename)?

Yes.

\User Configuration\ Administrative Templates\ System\
-- Run only allowed Windows applications

Or, in the same place,
-- Don't run specified Windows applications

There's also Software Restriction (under XP). But in answer to your
question, the top most part of this post is the answer.

Bear in mind you only add the .exe -not the path to this .exe.
