Domain child has been delegated from test.com to child.test.com

Roothints on all DNS servers in child.test.com are using boxa and boxb.test.com

boxa.test.com and boxb.test.com have fred.com incoming zone transfers.

Requirement...
No loss of DNS service if SiteA or SiteB failover

Question(s)......
How do I ensure traffic for fred.com name resolution from clientA via boxac then goes to boxa in the FIRST instance, then only to boxb when boxa fails.
And the same direct path to the root on SiteB.

I have tested the order of root hints this appears not to have an impact on the resolution path to the root servers.

Do I place forwarding on boxac to go to boxa?
Would this forwarding create any unecessary duplicate traffic ?
Is it standard practice to place forwarding between domains like this ? where the natural upstream path would locate NS records for test.com anyway ??

Help.....

Tough to follow the posted diagram due to the wrapping and skew, but just to
let you know about delegation, when we delegate a child zone from the parent
Root DNS server to the child domain's DNS server, we would also set a
forwarder from the child domain's DNS server to the parent Root DNS server.
If all child domains forward back, then all child domains will be able to
resolve the other child domains. Make sense?
