I have two HDDs, each partitioned into two drives. I have recently noticed
that each drive has a number of restore points saved on it; totalling approx
2 GB! How come?

While I know one can limit the space available to System Restore, is there a
way for the system to be set as to not create so many restore points on
every drive.

How can I address this problem?

You don't need system restore(SR) enabled on any but the system partition,
disable the others. On the system partition, 500 Mb's is enough to allow
6/12 restore points. You can change these settings by going to SR and on the
left hand side of the screen, click on system restore settings.
