controlling application access

How do I allow certain/specific defined users (w/
limitied access) of a group access to specific
applications but prvent/ not allow others in the same
group (w/ limitied access) not use the application??
 
Right click Start button
Select Explore and/or Explore All Users.
Then open the Programs folder.
Rearrange or delete shortcuts for the Users you wish to have or not to have.
