My Control Panel will not open, Is there a cure for this

Tim, I have been having the same issues on and off, control panel opens and
closes straight away, cannot right click to get to display settings and after
thinking i would beat it last time by expanding control panel in classic
start menu settings, found that it registered as 'empty' I trawled on here
for awhile on here i found something on a slightly related matter
Open start/run and enter 'Services.msc'
in the services look for 'Software licensing' and check it is started and
automatic (mine already was) stop and start service, this will also stop
ready boost (what the hell is this?) so you will manually need to restart
that once you start the other.
This fixed it for me and i can now open the control panel again, thank god
as this keeps happening to me and last time i had to system restore (which is
always a bad idea in my opinion as it screws up more than it fixes)

DAMN, now i have forgotten why i needed to be in there in the first place
