My control panel (CP) doesn't appear to be working properly. Whichever way I
go through to my control panel, (either through my computer or through
start-up menu) it does not appear on my screen. Instead, my screen will go
blank, all applications will stop and then return to normal after a couple of
seconds without loading CP. If in the event it does load up, I cannot enter
any of the links as the same thing happens. I've done several virus scans on
my system and nothing appears to be wrong.

Any ideas? Help?

See if this workaround helps. If yes, we'll troubleshoot it later:

1. Click Start, Run, and type inetcpl.cpl
2. Click the Advanced tab.
3. Under Browsing, clear the following option:
Enable third-party browser extensions (requires restart) check box.
4. Close the dialog

Now, try to open Control Panel / IE / or Explorer window.
