Control Panel Won't Initiate

My two month old computer won't initiate Control Panel
from any possible buttons. The screen flashes briefly and
then returns to the configuration it had at the start.
This is true if I sequence Start>Control Panel or My
Computer>Control Panel, etc. This glitch began after I had
intalled some older software that I had used on my
previous computer. I have tried everything my limited
imagination can concoct but to no avail. Any help will be
deeply appreciated.

Thank you. I tried #256, but had the same result: no
change. Should I now change/reverse what #256 did? And
what can I try next?
