Control Panel will not display

I just purchased a new PC with Vista...when I click on the Control Panel it
does nothing. Is this a permissions problem?

What happens if you try to access it from within Windows Explorer (it should
be listed there under the "Network" icon).

If if it there, can you access each individual applets ? (or is there one
that won't open such as the "Network and Sharing" ?)

I followed your link and it appeared to reflect the problem I am incurring.
Unfortunately when you click on the Resolution fix, 929637 that is listed, it
references "Error message during Windows Vista startup if the Nero InCD
program is installed and if the "Special pool" feature is enabled in the
Driver Verifier utility: "Stop 00000050" " It has no relationship to the
problem? Should I still install?

Alot of people are having the same problem. I have been working on this
since SEP-2007.
Everyone will tell you to go to the hotfix #(936686) - Describes a problem
in which you may be unable to open components such as games, Control Panel,
or the Welcome Center. Or, Control Panel icons do not appear as expected.
The above is only if you have a problem with NERO inCD. Which most of us do
not.

Other people will tell you to turn on this and turn off that. Well it
doesn't work either. It may...temporarily.

Here's where I'm at...at this point, because there is no help out there for
this problem, I found a way to get into the control panel (so you can use it)
but still does not FIX our problem:
Click on "My Computer" and see CONTROL PANEL??? This one will come up for
you!

Actually, the recommendation you mentioned (NERO inCD) worked. I now have
access to the Control Panel and the Welcome Center...the description you
described below when you are ready to download the fix is misleading...I took
a chance and downloaded it & for a change, it worked.
