Control panel restricted

HI,

I have a PC with XP where I am unable to run any component of Control Panel.
The message says This operation is cancelled because it is restricted on
this computer. This happens even if i log on as administrator. Looks like
the earlier user has made some setting. How could i undo this setting?
Regedit works fine.

Have you checked this PC for possible malware / spyware / virus
infestation? This problem "looks" like the "classic" symptoms of such
an infestation.
 
What security-related software is installed (e.g., anti-virus;
anti-spyware)?

It will help you to both identify and remove any hijackware/spyware with
