Control panel or My Computer not responding

When I click on 'my computer' or 'control panel' the hour glass come and it just hangs. On task manager it says not responding. This happens quite consistently. Interesting, today I just discovered that it works properly when I open the PC doctor application before clicking control panel. PC doctor is not running or doing anything, just sitting there, yet somehow having it open fixes the problem. Then if I turn PC doctor off, the problem returns. What gives? Any solutions? Thanks.
