Control Panel Missing

I've been searching online tonight at various websites trying to figure out some sort of virus that has infected my father's Dell Dimension computer. There was a popup that read:

Warning! Potential Spyware Operation

Your computer is making unauthorized copies of your system
and Internet files. run full scan now to prevent any unauthorised access to your files. Click here to download spyware remover....

I've deleted a few files (bronto, dcxxygx.exe, proper, winter, etc), to which I don't get that popup above anymore, and the computer seems to be back to running up to speed, however I still cannot access his control panel. Any ideas?

So would I just delete that key or change the value to 0?

Well if i knew that i wouldn't have that problem myself. I still have no idea what to do with it yet cos nobody is replying my thread, even after 60 views. I read in some post that changing the value to 0 would probably work but i ain't an expert at this sort of stuff. I'm new . Just wish that someone would help me out in my thread!
