Control Panel Icons

Some of my control panel icons will not open when I click on them but some
others will, when I close and open the control panel again the icons will
open but later will do the same think, I have used Tweakui to repair the
icons and that helps after, but later some will not open again.
Windows XP Pro SP-2
 
One is the Network Connections another is Internet Options and Portable
Media Devices
 
Oh and also when I click on the Start button nothing happens, maybe related
in someway, only way to get it working again is to either restart windows or
log off and back on again
 
Sorry for all the posts but the correct icons that will not open are
Administrative Tools
Scanners & cameras
Fonts
Scheduled Tasks
Network connections
Portable Media Devices


All others are fine
