Control Panel icons won't work

Some of my control panel icons won't work. And on a variety of programs I
must select run as... and then uncheck the box that says protect my computer
from harmful programs. I'm an administrator on the compter too...in fact
there are a variety of functions such as msconfig, regedit, cmd that do not
function. It's like I'm a guest suddenly...what's happening?

I was able to restore back to Nov. 1, 2004. This was prior to the
installation of SP2.

Then I re-downloaded SP2 and installed. However, now when it boots there
are no desktop icons or start button. I can use CTRL-ALT-DEL to get the
task manager and perform a shutdown.

So I did a restore again, back to Nov.1, 2004. All works again. However, I
believe that SP2 would provide the enhanced security that I need.

Any suggestions?
