Control Panel Goes Missing

My Control Panel on Vista Home Premium has gone missing together with the
Windows Update.
Just a brief flash of an opening and closing window.
I've had a search around on Google on this subject and found only one
solution which, sadly, lasts until the next reboot.
This is to....
) Launch services.msc from a run command
2) Find the SLU Notify service & stop it
3) Find the Software Licensing service & stop it (it may say that
ReadyBoost needs that service to run; stop it anyway)
4) Restart both services, starting with Software Licensing

Does anyone have a more permanent fix?

This is a Dell XPS 420

Bad form to follow up on ones own post but I see that since I searched
earlier someone else has a similar problem posted in a thread below this
one.
I indeed found the Microsoft Fix suggested by MICHAEL but thought it
referred to a problem with Nero as in
"error message during Windows Vista startup if the Nero InCD program is
installed and if the "Special pool" feature is enabled in the Driver
Verifier utility: "Stop 00000050""

I will try the fix.

I booted Vista this morning and as luck would have it, the control panel
worked OK.
I have just run the fix and if all is OK in a few days, I'll post back.
Thanks for the advice.
