control panel dissapeared from menu

I have a problem, my control panel and everything under it has dissapeared
from my start/menu.So I can no longer remove programs.
If I go to start, I have the option,'set program access and defaults' if I
click this I get an error message appearing saying, 'this operation has been
cancelled due to restrictions in effect on this computer,.please contact your
system administrator.

I am the only person who uses this pc, it's windows xp, home edition and I
didnt start up an administrater account when I got the computer.

Is there anything I can do to get my control panel back?
I even tried system restore and restored computer to an earlier time when
everything was as it should be, but even that doesn't bring back the control
panel.

I hope someone can help me sort this out, any advice would be appreciated.

Hey,

You've probably got some malware on your machine that set control panel
access to don't show.

Check the following keys in your registry

User Key: [HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Control Panel]
System Key: [HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\ Control Panel] Data Type: REG_DWORD (DWORD Value) Value Data: (0 =
disable restriction, 1 = enable restriction)

If either of them is set to 1 that's your restriction.
I just had the same thing on a clients machine a couple days ago. It did
show up in Hijack this, so if you get a copy of that and run it you can
probably fix it easily through HJT.

To open the Control Panel...
Start | Run | Type: control | Click OK

To get the Control Panel back on your Start Menu.

Right click the Start button | Properties | Start Menu tab |
Customize button | Advanced tab | Under Control Panel, select
Display as a link or Display as a menu | Click OK | Click Apply |
Click OK
