Control Panel Display opens to Themes with no Tabs to access other properties

My Control Panel Display opens to Themes with no Tabs
showing to access other properties. I tried expanding
Desk.cpl and rundll.exe, reinstalling drivers,
reinstalling hardware, but nothing works.

Open Registry Editor and navigate to:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
In the right-pane, set all these values to 0 (DWORD)

NoDispScrSavPage
NoDispSettingsPage
