control panel access

i'm being told that I need to access the control panel to add another using
since my user profile is corrupt. When I boot the computer I can only access
windows task manager vis cntrl/alt/del since nothing shows up on the screen.
Even in safe mode I can't get it to boot up. Does anyone know how to access
Control panel via using the run comman in Windows task manager.

Go to start..run and type "nusrmgr.cpl" without the quotes. That will
bring up user accounts.

If your user profile were corrupt you probably wouldn't be able to log
on to the computer or if you could you would have a series username.nnn
folders starting at .001 in the profiles (Documents and Settings)
folder. From the Task Manager start a Command Session and issue:

Echo %USERNAME%

Are you logged on?
