This has happened since SP2 how do I work around it?

Please note: I have cleared IE history, cookies, and deleted files.

Perhaps it's an issue with the XP firewall. If you have a separate firewall
of your own, there's no need to have the XP firewall enabled. Go to Windows
Firewall in Control Panel and disable the firewall. Do not disable the
firewall if it is all you have. If this is your only firewall, you likely
need to check the configuration.

Beyond this, I can only advice you might try posting this question to the
windowsxp.network_web and the windowsxp.security_admin newsgroups.

Another suggestion is check for spyware. Some of the nasty little hijackers
have gotten to the point they can block you out of your own computer. If you
come up with spyware, there's some helpful info at cnetdownloads.com under
hijackthis it's a program that gives a lot of how to before you use any
programs.
