Context-Sensitive Help not Working

Access 2002. I have built a help file using HTML Help. I
set the form Help File and Help Context ID. The F1 key
brings up my custom help properly. However, when I set
the Help Context ID on a control to a valid ID in my help
file, the "What's This?" brings up nothing. Is there a
known problem in Access regarding custom context-sensitive
help not working? Thanks.
