Content Advisor with IE and Win98

I have a user who is having a problem with the content advisor in Internet
Explorer on Windows 98. The exact error is listed in KB242037. He follows
the directions in this KB article, but it doesn't fix the problem. Someone
has told him there is a setting in the registry that will fix this issue.

Anbody have an answer? I'd appreciate it.
