Contacts in Windows mail

Is there a way to import my email contact lsit from Yahoo or Hotmail...can
someone please help? thank you!
 
Basically, you use the Contacts export function in Yahoo or Hotmail,
which will download a .CSV file to your computer. Then in Windows Mail
use File, Import, Windows Contacts, to import that .CSV file.

a lot of time in reonstructing my list!
