Contacts and rules Outlook 2003

My contacts seem to work fine, I can select contacts when sending mail no
trouble.
I am trying to create a rule to forward to another email address which is in
my contacts.
When I click on the blue item in step 2, "people or distribution list", it
gives me an error saying Contacts list cannot be found, maybe deleted or
moved or I don't have permission to access.
Way back my contacts were migrated from Outlook Express, but beyond that
Contacts have worked fine up to this point.
There seems to be no other way to add an email address to the rule.

Any ideas much appreciated.
