Connectivity Problem

Hi Group,
I have just completed a clean re-installation of Windows XP & SP2.
All went OK, until I tried to get online to re-register XP & do some
software upgrades, including my ISP's latest logon package.
Even though the connection icon was in the system tray, and indicating that
I was already online, I could not access any web sites.
After contacting my ISP, and going through everything they had to suggest, I
still could not access any sites. They eventually told me that they could
not help any further, and that it was a Microsoft software issue.
On trying to contact the ISP's ftp server through the cmd box, to download
the ISP connection package again, I get the following message, every time.
..... "No Buffer Space is Supported".
The tech help people at my ISP are unable to help with this.
As I am unable to "get online" from home, where my regular email address is,
could any responses please be forwarded to my place of work, at ...
(e-mail address removed)
Any help would be greatly appreciated, thanks.

What type of Internet service do you have?
- Dial Up?
- DSL (USB or Network?)
- Cable Modem (USB or Network?)
- Other (ISDN, Wireless DSL, Satellite, etc?)

Is the "logon package" required?

Hi Shenan,
Sorry for not including the information you ask about.
My internet service is via a cable modem, using an ethernet card, and I
think it's on a LAN. It is with (Australia's) Telstra Bigpond ISP.
As far as I am aware, yes, the connection software is necessary for me to
login to the network host.
