Connection to 127.0.0.1 refused

I had to install a new hard drive in my Sony Vaio Windows XP Home
Edition Service Pack 1 (build 2600).

Now I get a "Connection Refused" to my Xitami website on port 80 & the
internal 127.0.0.1 Admin. address.

I am running the same firewall with the same settings used before the
rebuild & it hasn't logged any port 80 blocking.

Any ideas?

Address 127.0.0.1 is the address of the computer (local host) at which you
are sitting. If you ping 127.0.01 or ping localhost and receive a timed out
response it is an indication of inoperative TCP/IP.
Installing a new HD via "cloning" should not have been a problem.

My question is what could be blocking it?
How do I turn it on?

I run the website from a physical 2nd drive "D" that I've been using as
a back-up since the original WD "C" drive started acting flaky

Alex,
Something is blocking ICMP packets, and that something could be a firewall.
