Connection Problem?

Windows XP Home
Can not communicate with "secure connections" at any site.
Can get to Windows Update site, but after the scan for updates is initiated,
it quits with no information.
Lost Synmantec Internet Security function.
This condition started after a system restore.
Any ideas
