If I am running a server (with a unique IP address) within a virtual machine
on an XP Pro machine does the normal 10-connection limit apply to
connections to the server machine?

Yes, 10 and no more.
XP is not meant to be a server, that's why Microsoft limited it to 10
connections. The 10 connection limit is for licensing reasons so you will
have to upgrade to sbs or another version of windows server.

And in addition to what Marian said, the 10 concurrent connections may exist
with far less than ten machines - one machine can certainly make more than
one connection simultaneously.

I'm not so sure Marian and Gordon are correct, as I too also run Win2k3
Server in a virtual machine (virtual Server 2005 R2) where WinXP is the host
OS, and I know I've had as many as 20+ connections to the Virtual machine
and it has not effected WinXP at all. I'm pretty sure, since the virtual
machine gets its own IP address and can be accessed from the network
independently, that the 10 connection limit on the host doesn't play in the
scenario. On the other hand, the host has hit the 10 connection limit and
until one was freed, no other connection was allow.

Oh, we are right...

From Win XP Pro EULA:

"* Installation and Use. Except as otherwise expressly
provided in this EULA, you may install, use, access,
display and run only one (1) copy of the SOFTWARE on
the COMPUTER. The SOFTWARE may not
be used by more than two (2) processors at any one time
on the COMPUTER, unless a higher number is indicated
on the Certificate of Authenticity. You may permit a
maximum of ten (10) ("Connection Maximum") computers
or other electronic devices (each a "Device") to connect
to the COMPUTER to utilize the services of the SOFTWARE
solely for File and Print services, Internet Information
services, and remote access (including connection sharing
and telephony services). The ten (10) Connection Maximum
includes any indirect connections made through
"multiplexing" or other software or hardware which pools
or aggregates connections. Except as otherwise permitted
below, you may not use the Device to use, access, display
or run the SOFTWARE, the SOFTWARE's
User Interface or other executable software residing
on the COMPUTER."

For XP Home the maximum number is 5...

In your situation the virtual server (win2k3) it hosts the connections, not the win xp itself.
